  Local Government

The city of Clovis is run by a council-manager form of government.

The city council serves as the elected legislative body and has the overall responsibility for the scope, direction, and financing of the city services. In setting policy, the council works closely with citizen advisory committees, considers staff information and recommendations and receives comments from the general public.

The city manager post is the administrator of the policies created by the city council. An appointed post by the council, this person prepares the budget for council consideration, recruits, hires and supervises the government staff and serves as the council's chief advisor.

The mayor serves as the liaison between the council and the public. In the case of the council, the mayor solicits citizen opinions in forming the council policies then interprets them for the public. The mayor presides at council meetings and acts as a promoter and defender of the community. In addition, the mayor serves as the key representative for inter-governmental relations.
